An employee can accrual more than he can use in a year. How do I set up a rule that limits an employee to where they can only record X amount of sick or vacation, etc a year?

Annual accrual limits put a limit on the accrual but not the usage as far as I understand. We have a similar thing where you can accrue more than you can use. Has anyone come across this? Basically you can accrue as much as you can but you are only aloud to use X number of hours in a calendar year. HELP
