Does any one have documenation on setting up an Employer Contribution Plan that allows an employer bi-weekly contribution that does not include employee contribution?

We had a DC set up to contribute 5% ER no matter what the EE did, but we have discontinued it.
It was set up as Contribution Type 6 - Match Limit Schedule
BN19.3
Match Percent - 5.00
Up To - blank
Amount - limit of ER match

We have a flexible spending account that is set up with a company contribution and the employee can contribute $0 and still receive the company portion (as money loaded to their debit card which is administered by a 3rd party). BN32 will let you enroll with a 0 amount and it automatically sets up the company deduction. It is set up with plan type RS on BN15, and the company deduction is on the Deduction tab on the Amount tab in the 3rd field (Company). Then on the Contrib tab from BN15, the annual amount goes in the Amount field under the Company Contribution header. Then for each employee enrolled in the plan, Lawson looks at their pay frequency to turn the annual amount into a pay period amount for each paycheck. Employees are automatically enrolled into this plan so it is not part of open enrollment.
However, we are now trying to add a company contribution to our HSA plan which is part of open enrollment. But ESS online enrollment will not allow a zero amount. BN32 lets you enroll with a 0 amount so I don't know why ESS forces you to enter a nonzero amount. We are looking at customizing these open enrollment screens but I really don't want to go there! If anyone has a solution to this issue of ESS not allowing a zero employee contribution to a flex spending or HSA plan, please reply!

Did you ever receive an answer on this? We are doing the same this year and I have the company amount tied to the RS. ESS will allow me to add the RS plan without entering a contribution amount, but it puts .01 as the annual amount. If I enroll directly on BN31.2 without an amount it does not put in a .01 annual amount.
