Running IPA S3Query from Designer gives error

I'm having an annoying problem with IPA on our test server.  I have an S3 query in a PF that runs fine if I upload it to the server.  If I just try to run it on the server from the designer, I get the following login error:

S3 Query S3Query7800: Executing S3 queryROD=TEST&FILE=REQUESTER&FIELD=REQUESTER;NAME&OUT=CSV&DELIM=~ host: https://chslwtweb.intra.chs-mi.com, user:lawson

Variables in Process:

lastReturnMessage = Login Failed

I can do this on the production server, so there must be a setting or something that is not right.  Does anyone have an idea what it could be?  I have a case open with Lawson, but they can't seem to understand my problem.  Thanks!
